The bill would clarify and update the definitions of "online program" and "online school" and clarify the requirements for documenting online student attendance and participation. The bill also would remove the ability of a group of school districts that have not formed a board of cooperative services to authorize an online program or an online school. The bill would reduces the time for transmitting student records to 14 days. The bill also would remove the State Board of Education's authority to certify multi-district online schools and instead give SBE authority to certify authorizers that create or oversee multi-district online schools. The bill also sets standards for that transition in authorization. The bill also would create pilot programs related to specific issues in online education.
